I didn't remember that I installed this plugin and it's not even in my plugin list. Can this plugin be disabled or removed? It seems that it's not right for my admin announcements.

That message is from the ProBoards Bump Stop Notification plugin. It's in your plugin's list. You can disable it or in the plugin's settings define which boards it is active on.
