Automatic IM by registration

I want to let members know the rules for my board (a member with 0 posts will be deleted after...).

Does anyone have the code so you can send an automatic IM to a member that just joined. Once a member joins and logs in, the automatic IM will automatically be there.

I've seen it before, how can I do it?

The way I used to do it required the <iframe> and that isn't allowed here, anymore.

I frames last time I checked are allowed as long as they don't mess with the ads.

Depends what kind of IFrames you mean

the iframes that the user cannot see are not allowed, because they show one ad that you can't see..obviously.

However other iframes, such as a shoutbox and similar are allowed, because they merely add to the forum, and not spawn advertisements.
