Well we tried self-control 3 years ago, but now we need moderators because of the mass of trolls, spammers, and other fools who come here to destroy good threads with overly abusive language.
As for the line. Yes, there should be a line of what's acceptable and not. For example mild language every now and then shouldn't have strict consequences, but if someone uses a lot of abusive language for whatever reason, they shouldn't be allowed to get away with it.
It all depends on where the line should be set, and there's a lot of ethics involved when that's concerned because everyone has their own belief on what is acceptable and what isn't. Though of course, on a support forum, there should be little/no tolerance for people who break the rules or blatantly discuss topics that others may find offending/insulting/degrading/or be uncomfortable with. Also to mention this does not include debates. That has to do with the fine line between what's acceptable and what isn't. Debates on religion will attract people who have the urge to deny the existence of God just to feel better about themselves, worshippers may be offended by it, but if the discussions constructive it shouldn't be a problem, whereas material that may make others feel uncomfortable (Sexual/adult related situations, or graphic descriptions of something they find wrong, disgusting, vulgar, etc to give an example) should not be tolerated, but as I said it all has to do with ethics, backgrounds, and what each user finds acceptable so finding that fine line can be sometimes hard to agree with the ethical beliefs of the consensus.
