I have a suspicion that the answer will be no, based on the attitude towards the templates and that I ran out of ideas while experimenting with it, but is it possible to use logical operators in the variables? I know there's comparison operators like this {if $[board.sub_board] != 1}s{/if} but would something like {if $[navigation.menu.active] || $[navigation.menu.index] == 0} be possible? Otherwise I'll just have use {if else} a bit more than I thought

We will be upgrading the template system in the future to support more than one {if} within a single block, however this is unlikely to be ready for release.
