I have plans for a website

Since I'm no coder I need some help I may be able to pay but it'd be a slow payment. Here's a layout of the site I want to build



Things to be done

The main idea is to be able to create chat room groups and share videos live via any video url...

-Lay out; As you can see it's very simple

The Lay out will have A top area for the menu, next to the menu is the sub video box, only visible to the Group leader - The Group leader is the person who starts the Chat room.

On the Left will be where the video plays, on the right will be the amount of people that our in the group, and the bottom will be the chat box.

- Software; I have no idea on how to set this up but hers is the main feature of the site

• The Register page will consist of Username, password, and email registration
• Once Registered the user can log in and create a buddy list, from the buddy list a user can invite people into Groups and from there they can stream videos
• The 'Group leader' (Person who creates Group) Will be able to submit a new video via from any Video URL on the net,
• This idea is a maybe but I may want to create a feature where any user can submit a URL and if the party votes it through it changes once the current video is done playing.

Premium Feature $5 a month

• A Group leader would be able to create a co-Group leader, the Co leader can be able to Pause, Play, Kick, Ban
• More to come

To get a better understanding I'll explain it the best I can.

In the near future I may want to add a .mp3 feature.

I hope you have a server/database for your users.

The rest is CSS - for the layout. Before I get into the code, I shall ask what, if any, editor you have? (I ask because some will allow 'drag n drop' for some of the coding, eg Dreamweaver).

Edit: PHP will be the best option, imo, or some of this coding. Using a CMS, eg Drupal, may actually be easier, though.
