Add REPLY to Action Bar or Beside QUOTE

Can someone create a plug-in/code to add REPLY in the Action Bar, or inside each post beside the QUOTE button, or as a Drop Down Menu item in the post wheel?

Having to scroll all the way up to the top or down to the bottom is driving my membership crazy.  BTW, my members are not youngsters (old retired military guys), so this 'scrolling' bothers them more than it might most folks.
