How would I get a menu bar like this?

I was wondering how I could get a menu bar exactly like this where the main header is gone and you have a fluid menu banner at the top of the website.

Heres the website, the red menu bar scrolls with the page, I'd like it not to scroll but to be fixed at the top.

Did you get this worked out,User 180565 is taking donation, as I notice you've had this request up for a while? I just added this to the bottom of my style sheet:

#navigation-menu{
position: fixed;
width:99%;
top: 0px;
left: 0px;
margin-top: 10px;

}

But looks like you want the "welcome xx, login" stuff moves elsewhere, going by that example? You'd have to go into your template to move that section, if that is what you want.

I didn't style it like your example, if you need help with that, let me know. Also I have a margin-top: 10px; on mine so the tip icons show.
