I'm looking to change my forum's scroll bar. However, I was informed that the code varies depending on the browser you're affecting--as in, I can only change one browser's appearance. You can see the request thread here.
Has anyone here found a way to customize your scroll bar in all browsers, not just one specific one?

There is no grand command, it is not specified in any standards so browsers are not compelled to implement it. The first to do it was IE back in the '80s and then Opera which was essentially an IE knockoff mimicked it but not fully so what worked in IE was never guaranteed to work in Opera. Webkit (the platform that safari and chrome is built upon) later decided to invent its own scrollbar styling which had nothing to do with IE's implementation and Firefox thought all of this was silly farce and never implemented their own and with Opera now abandoning its hybrid platform and using webkit Firefox remains only entity capable of bringing balance to the farce.
