Sorry if this is the wrong place, or if the answer is in an obvious location.
I was wondering if anybody could help me with how to go about adding a border similar to the rest of my forums borders, at the bottom'of my pages around the ad and the pro boards links. Thank you in advanced! If you need a link to my forum Ill be glad to post, Im just using your default borders and they r black.

You can customize the border to be more than just black, go to Themes > Advanced styles & css, and in the visual editor click on Footer (Bottom) and you can change the border thickness and color right there.
I don't think the ad goes inside that box, however...
If you really want the ad inside of a box, you can edit your Themes > Layout Templates > Forum Wrapper and find this part: $[footer]
Just surround that in a div and give it a class or it's own styles of how you want the border to appear, so like so:
<div style="border: 1px solid red;"> $[footer] </div>

that's not exactly what I was looking for... maybe I worded my question wrong.
The code you just gave me placed a thin line box around the ad at the bottom of my page. What I want is for it to look similar to the rest of my forums, with the same type of black border but with the title bar and then the inside background filled transparent white, like the rest of my boards
Ive seen other themes do this, but Im wondering if maybe this requires some image files? Idk

You didn't provide a link to your forum, so I can't tell what you mean by "border" :/
But if you mean setup like the rest of your categories, you can try something like this:
<div class="container"> <div class="title-bar"><h2>some title here</h2></div> <div class="content pad-all cap-bottom"> $[footer] </div> </div>
On a default forum it is inside of a box that looks just like the categories, legend, and info center.

is there any other things I can edit about this area? like maybe shrink the size of the border as it seems a bit too large? or maybe a different type of border?
