I upload to YouTube. I experienced this a few months ago. BUT THat was due to uploading 26GB file in one night. Or so I thought. Well, I barely been doing any uploading to YouTube at all. Now it seems when I do upload to YouTube, I lost my 65Mbps down and my 6Mbps up. It goes to 1Mbps to 10Mbps for down and my upload is .30-.50Mbps... Wth!? I even notice Netflix loses 1080p/i and go to 480p. EDIT: I'm trying to upload a video and this: Throttle much?? They said before they don't have an up/down limit. Well if not, then what is this! 64Mbps is what I am supposed to be at! I barely even uploaded a Gig this month, and I've only uploaded twice from my phone, and both were 100MB each... -.- THAT IS NOTHING!! C'mon Charter really!? Edit 2: Upload finished and this: I can't even.

Your YouTube video shouldn't be 26GB! How long are the videos? If they are 1-10 minutes and they produce GBs of video, that is raw video that needs editing. There's this thing called compression. Watch:
You can do similar in Windows Live Movie Maker.

LOL! No, that was a long time ago. Now it's just 800-900MB 1080P videos. even 50-100MB 1080P videos from my phone, the cat video took several hours and that was 254MB and cutting our speed down that low. Also, compression on this computer takes 20 hours. Windows movie maker or Vegas pro 13. which takes up all cpu/ram and I cannot use the computer until it's done. 20 minute videos in 1080P is actually 800MB from my Game Recorder with a low bitrate of 5.50 instead of 13. 13 will end up using to many resources, cause lag, and then crashing the program. This computer is just built for every day internet use, and solitaire, NOT for what I am doing.

Even when I upload stuff, slows down but never seen it that much of a difference.

I know the feeling. In all seriousness though, check out handbrake. There isn't really any reason why you need to be uploading uncompressed videos to Youtube. I was doing video editing (among many other things) for a college near my house for about a year and a half, I used handbrake all the time because the computer they had available for me was terrible. There was just absolutely no way I was going to be able to work with an uncompressed video file. I used handbrake to compress it, which usually shrunk the file size by a good 75-80% (if not more), then I would edit it from there. I can't remember the settings I used for youtube, but I'm sure you can find something on the internet to help.

Handbrake also takes about 20 hours. Also, I uploaded a video which was my lets play Minecraft 19.5 with no issue and that was only 1GB in size. And that was when I got my new computer. So, no, it shouldn't be doing this at all. I uploaded to YouTube just fine the first month I got this ISP, and everything was fine. I had to been uploading a crap ton of videos that month, Not to mention when I had my mini server for back ups, I was sending a good 150GB files over. (that included programs, videos, pictures, etc.) I still should have a few old videos on that server though.

You've seen the specs of my computer. xD
With a 20 minute video rendering in 1080p, and depending on the 1.30GHz of Processor speed it's 20 hours. 35 hours if depending on GPU.
Also, talked to Charter Support, and this guy was excellent. We both put our heads together and tried to figure out what it was. It wasn't the modem or router. He tested everything on his end from his computer and everything checked out great. I do have the 64Mbps, I do have everything working right.
So they are thinking it's an outside issue. The pole, or the lines, but those are brand new. So I don't know.

Try the same tests while using a VPN. You'll know if they're throttling you if there is a noticeable speed increase while on VPN. Using a VPN should add a slight lag to the connection, so if the transfer speed increases it probably means your ISP is throttling you for that content type (usually happens with p2p and increasingly with Netflix and video).
There's also the very real possibility that the connection on the other side is slow- so that you'd get a slow upload to Youtube. But, in that situation you should still should be able to have higher speeds on other simultaneous usages.
tl;dr- I think Charter is BSing you.

I don't know how to set it up. Yes I know there are sites out there to show how to set it up. There isn't any throttling. My friend that just plays PC games is having issues as well. So there is something going on within the database.

Maybe you could try chopping the video into parts, compress each individual part in handbrake (or whatever other compression software you feel like using), edit them individually, and then merge them back together once you're finished. It sounds like a pain in the you know what, but it might be your only option.
That, or you could just leave your computer running for the full 20 hours.
