I can also speak about Paint Tool SAI, but it's a paid thing. GIMP, I highly recommend, and several people swear by paint.net, so that's a good-sounding idea too. If you go for GIMP, try version 2.8 (see Robert's thread about that) rather than the newest version. When I downloaded Paint.Net unwanted search tools and a program was also downloaded. I did not want unknown things on my pc. I then tried GIMP. Same downloading thing happened.
I wanted to try one of them. Neither program was installed.
Hm. Sounds like you have something hijacking your search results. Here's the official for GIMP 2.8.0.
