Yes. There can only be one #wrapper (IDs, denoted by a # before the name, must be unique) but nothing is stopping you from creating additional HTML and CSS for multiple elements that will wrap around your forum.

I would like two wrappers, both with different background images. I want one of them to look like a border going around the forum.

that should be fine (wrapper and wrapper2 are different IDs) as long as you have an element that has an ID of "wrapper2".
