I was on another forum and one guy said he don't allow pm advertising because it decreases his site in the google search engine, If I have links to sites, will it decrease mine and how much? I have a board that lets members put their sites in it.

Although Google keep the actual formula behind their pageranking system secret, it's generally believed that links from a smaller site are worth a lot less than links from a bigger site, and probably do have some sort of effect on pagerank.
Besides that, most people find PM advertising rude anyway, and a lot of forums don't allow it for that reason.

That and Google can not tell if a link is in a PM or just on a site. What you are doing on your board is just fine. Crosslinking is a great way to promote your site, and other sites.
