I would say both, because even if somone decides to take a look at your board, they dont join most of the time. And when they do join, they probably post once or twice, then they leave. Then when you send them an email to try to get them to come back, they might reply back saying they will come back, but they wont at all.

I think both....

it take alot to keep a forum maintained and keeping it visually appealing and up to date

but i think its up to you as admin to keep the members intereseted and wanting top come back.....

But none come back but a GMOD that comes back atleast every week.
