Cut the guy out, and paste as a new layer. Blur the background layer.

Or in Photoshop there's a thing called lens blur I think which will automatically try and work out how to do the effect however I've never actually tried it myself to see if it works. If that doesn't work then duplicate the photo layer then blur it to the level you want to do to the background and then erase it off of the main focus with a soft round brush.
