chmod is the way you change permissions (ch = change; mod = mode) in Linux/UNIX based systems. It's like the Windows ACL, but with just one user and one group, and letters and numbers instead of words you can actually understand.
Example:
Linux: root:backup 740
Windows: Administrator - Read / Write / Execute Backup - Read
You need to have some knowlage of Linux to fully understand.

It's used a lot in installing certain software into your website when you need to change the preferences of the files via FTP. I think that's where you heard it mate?
