The only way to keep frames AND change the URL
is to have each page umm.. be it's own frameset y'know?
so california is correct.
you might want to consider php. depending on what you're using frames for

Save that top header HTML in a seperate file such as menu.htm or whatever you want, and then put this code where the menu HTML used to be: <?php require("menu.htm"); ?> Remember: Every page that has that code snippet must have the file extension .php ! :-)
