Is there a way to prevent people from using the image toolbar to save (steal) images?
And if so, is it cross-browser compatible?

Well the image toolbar is (I think) an IE thing so I don't really think it being cross browser is really an issue, but seeing as you're asking for a code use the code request board.

Sorry but I don't think that can be disabled. There are easier ways to steal images that cannot be disabled in FireFox.

Well in FireFox all you need to do is drag the image into the address bar or onto your desktop, or view the source code (IE or FF). I don't believe most no-right-click codes work in FF either.

sorry, I guess I didn't tell you the real reason.
The real reason I asked is because I hate seeing that toolbar all the time. I know I can turn it off at my end, but it's the visitor that I'm most concerned about. I just want everything to look just right.
I know there is always a way to get pics, I'm not even sure why I used that as an expample.
So, is there a way in IE?
I could post on mozillazine.org to ask them about the Fx versions.

<meta http-equiv="imagetoolbar" content="no" />
in your header will disable it for IE.

I asked at Mozillazine, but they don't know. I'm going to look into contacting the author of the extention.
btw, I found another code for doing pics one at a time...
galleryimg="no" <-- Add that to the IMG tags.

Yeah that's just for IE as well, you can only use it for images you have alone in headers/footers so I didn't think it'd be very useful for you.
