The right section past the bar is 9 pixels bigger than the left section so if you crop off 9 pixels of the right edge or add 9 pixels to the left edge, it should center better.

how did u get the exact value , 9 ?? I copied and pasted the image in Photoshop and then selected the left hand side, moved the selection to the right hand side, inverted the selection then deselected the portion of the background that was alright, leaving only the section of the right hand side that was extra. Then I cropped the selection and checked to see how wide it was. Here is a tutorial I wrote up for someone on a different board on how I make sure that bordered backgrounds are even. Maybe it will be helpful to you or someone else. TUTORIAL EDITED ON 9/21/2016 BECAUSE THE PREVIOUS IMAGES WERE NO LONGER WORKING.
Ok, so for example, let's say you have a background made with simple bars on each side of your forum. (When I make a background I use a template with the outline of my boards visible so that I can see what the border will look like in relation to the actual boards.)Once you have the basics of the bars created, then go and select the left side (in this case, the reddish area to the left of the left black bar). Then move the selection to the right side of the right bar. See how the selection overlaps some of the black border? That shows you that the right side of the image is not as wide as the left, which will make your border appear off-center when in use. So an easy way to fix this would be to take your SELECTION TOOL and select the right side. After that, drag your selection to the left border and line it up with the black border without going over the black.
Once that's done, using the RECTANGLE MARQUEE TOOL, add to your selection by holding down the SHIFT button on your keyboard and starting your selection at the top of the image anywhere over the existing selection and select the remaining image to the right of your existing selection. This will select all but the 3 pixels at the left edge that you want to get rid of.
Then just CROP your selection! Now your borders are even. If you want to test it out, select the left side and move the selection to the right to see if both are the same size.
Now I understand that you may not want just a plain color border background for your forum and that's fine. But you might want to make sure that your borders are even before you go and make something more complicated. And you might want to save a template so that if you decide to make another bordered background of the same size you won't have to go through these steps to make sure that it will be even on each side. Just saves some time later on.
