First, both of these would require more than HTML. They would be done in Javascript. If you need them done, you could go to code requests and someone there might be able to help.

The first would just be CSS
<style type="text/css"><!-- body { background-image : url("URL TO IMAGE HERE"); } --></style>
You would just put that in the header of the forum you want to have that background.

Well, there's the [youtube] BB Code. As for making them autostart, I have no idea. But I wouldn't recommend that anyway, since it would prolly annoy users who don't want it to play on page load (e.g. they have music playing in iTunes or something, and the video would interfere).

To insert them into header/footers,
On YouTube, there'll be a field that says "Embed:"
Copy the code inside of that field. It'll look something like this:
<object width="425" height="344"><param name="movie" value="http://www.youtube.com/v/u5ZfzqvZINQ&hl=en&fs=1&"></param><param name="allowFullScreen" value="true"></param><param name="allowscriptaccess" value="always"></param><embed src="http://www.youtube.com/v/u5ZfzqvZINQ&hl=en&fs=1&" type="application/x-shockwave-flash" allowscriptaccess="always" allowfullscreen="true" width="425" height="344"></embed></object>
To make it autoplay, there are two things you need to add:
<object width="425" height="344"><param name="movie" value="http://www.youtube.com/v/u5ZfzqvZINQ&hl=en&fs=1&autoplay=1"></param><param name="allowFullScreen" value="true"></param><param name="allowscriptaccess" value="always"></param><embed src="http://www.youtube.com/v/u5ZfzqvZINQ&hl=en&fs=1&autoplay=1" type="application/x-shockwave-flash" allowscriptaccess="always" allowfullscreen="true" width="425" height="344"></embed></object>
Put that in your header/footer, and you're good to go. It won't work with posts, though. Just headers/footers.
