No. MySQL is needed for determining who uploaded what file, unless you want to give each member a directory:
/images/username/filename.jpg
In which case you can just scan the directory. But I wouldn't go with that method.
I'm just saying MySQL isn't needed to store the file.
e.g. INSERT INTO `files` (`data`) VALUES (file_get_contents($uploaded_file))
But storing who uploaded the file would be a use for MySQL.

Okay.. I'll play around with that, as my system is different now, and I need to go through all of my pages and add some style and comments for me to remember.
