Learning to do eye color changes?

Bear with me in this as I am quite new to doing anything of the sorts when it comes to changing a photo. What are some of the easiest online programs that are free and noob easy to change the eye color on photos please? I'd like to start learning some of this without having to bug people on graphics makes for things. Thanks in advance. Will check on this when I get back up later.

The only one that i can think of is pixlr.com/editor/
You can change the eye color with this online photo editing website.
