I was looking at pictures a while back and I've seen images were Scan lines cover a specific area but not the whole picture. Now I an understand this if it's on one color, but sometimes it's over multipule colors.

How do you do this? Also I use GIMP

It's easy; all you need to do is lower the opacity of the lines.

Also I think that whoever made that avatar may have changed the blend mode of the scanlines layer as well as lowering the opacity. Of course I'm not familiar with GIMP so I don't know how to explain further in GIMP terms. LOL
