Fixed background not working

So I put my background on fixed, and it still scrolls. Why? tofs.proboards.com/index.cgi

Like see how this background stays still? pokefanrpg.proboards.com/ thats what I want on my forum.

Uncheck fixed, that might work it seems to just be repeating several times on the way down.

Same thing with this:

Make it look like the one I fixed above.

You're also missing the ending portion of your sidetable's global header.
Lastly, your background needs to be set to 'fixed' if you haven't already; if you do, and it still presents issues, let us know.

Okay, I got rid of them because I didnt need them anymore. I hope that's okay.

Oh, I use the Random Background code.
