Creating a 3D RPG?

OK, I know there are good programs out there that can create 3D RPGs without paying anything... But there are certain requirements for what I want to do. [: My brother and I had the brilliant idea to mesh all of our favorite D&D dungeons into a 3D RPG to play... But the problem is, we have two computers, one without internet, and the other with. We want to find a free program to create 3D RPGs without needing internet. We know that we'll need the internet to download the program, but we know how to tranfer it over to the other computer, so does anyone know of a program like the one I'm looking for? If not... I guess it can be done on the computer that I'm using now to post this.
