Really the only option is to find a different, larger image.
If the overlay one is too bright you could maybe adjust brightness/contrast or levels.

Can't say I've ever tried Just try brightness adjustment, if not levels adjustment, just to make it less bright.

Try a lower saturation level adjustment layer or a lower contrast. Or set the top layer as soft light or normal at a lower opacity?

try blurring it a couple of times, then setting a gaussian blur, then sharpening just a tad.
