HELP with graphic

okay so i made a banner for my forum, but i had to resize it and make it larger. And you know how if you make a small image larger that it gets fuzzy? Well is there any way for me to make it less fuzzy? I tried a gausian blur then overlay but it seemed to bright to me.

Really the only option is to find a different, larger image.

If the overlay one is too bright you could maybe adjust brightness/contrast or levels.

Just try brightness adjustment, if not levels adjustment, just to make it less bright.

Try a lower saturation level adjustment layer or a lower contrast. Or set the top layer as soft light or normal at a lower opacity?

try blurring it a couple of times, then setting a gaussian blur, then sharpening just a tad.
