link to imageon the image, it has a blur where it's clear in the center and the outsides are blurred in a circle around it. i use cs5 extended. does anyone know how i can get that effect?

I'd assume it's duplicating the layer, using Filter>Blur>Radial Blur, and then using a large soft-edged eraser to get rid of the middle.
