CLARIFICATION : The scapegoat only dies if there is a tie at the end of the day. Not if there is a no lynch vote.

ie.) It's 7 votes to 7 at the end of today, the scapegoat dies.

7 could be any number. As long as the two top votes are tied at the end of the day the scapegoat would die.

You do realize that if we hit a Villager today which as calculated is 80% likely, rather than the 20% chance of hitting the Mafia that there is at least two dead Villagers already. So in other words, you'd rather and extra person die, no? Or are you guys not thinking carefully.
