Ugh... Caution. Caution for your eyes, more like it. Mismatched colors ahead! Usually it's either an action or a photo set to Exclusion over a red background in Photoshop. Try looking through these PS actions to see if you find what you're looking for.

This type of effect is typically achieved through layering and coloring procedure in programs such as Photoshop. People often mess with the photo's hue and saturation and/or overlaying or blending colored layers in a certain way over or underneath the photo. If you search for some, I'm sure you'll find a specific tutorial for a specific type of look like this (they are very popular from what I have seen). However, this can be achieved by messing around yourself if you are familiar with a graphics program.
