No it's definitely not Arial with the width adjusted. Look at where the curves on the C's and the S's end on each and you'll see the difference

You may just want to trace it in Corel or Illustrator. Actually, Corel has a font finder you may also want to try.
I know nothing about web design, but for a living I do graphics and part of my job is tracing logos and converting bitmaps into vectors. A lot of the time I have to try to identify a font. It's hard but you can do it!
