are these still allowed, i cannot find any websites that are even in the last years activeness.... so where can i go to see newer templates for the current proboards?

They are allowed. If the sites are dead, nothing you can do about that. Perhaps people stopped making them. I know I stopped making codes since ProBoards V5 will be out soon, making all past codes and templates useless. Template-makers are probably doing the same.
