Well your Iframe tag should look something like this
<iframe src="http://www.theWebPage" name="Test" width="250" height="40" frameBorder="0"/>
The reason for the width and height and boarder attribute settings is that I assume you are but if you are not, you must have some code that will add that content to some area on your page. There are tons of examples of that in the Codex. Putting things on MiniProfiles, etc.
So first you designate the area on the screen and have code to add your iframe content into that area. Thus you will have to make it fit thus the size attributes.
I have no idea how big an area you were thinking about using. If it is large then you may want to look at the possibility of just opening another window with a popup or add a link? The Iframe is supported by just about every browser but having the thing fit so it is not frustratingly hard to maneuver around using scroll bars can give you fits.

why do I need "name" do no savy ? It is probably optional. I tend to name all my elements as a habit.

Well, on this bit:
<center><iframe src="http://ad.4408.us></iframe></center>
...it's just a syntax error. You're missing the ending quotation on your src attribute. It should look like this:
<center><iframe src="http://ad.4408.us"></iframe></center>

<iframe src="http://www.ad.4408.us" width="750" height="150" frameBorder="0" scrolling="no">
That should disable scrollbars for your iframe.

Ahh. It's working in Firefox, but not Internet Explorer. -.- After doing a lot of testing and researching, it doesn't look like fixing this solution is possible without being able to edit the source page (La Tigra). Are you able to edit that page's HTML? If so I have a couple things we can try.
<body style="display:inline;">
Replacing your current body tag with that might help (on the source page, not the Proboards page).
