(Really Urgent)User Rating feature

Does anyone have a program where I can add a rate user feature.I made a Trusted Member power level so this is Kind of important for that power level.It's going to be where only Trusted Members and up can rate users also with a Negative and Positive side where Trusted users and up can choose between those 2.Users who have 15=Trusted Member.Users who lost 10 Trust Points=Normal Member.

Just a note: I've removed the board URL. It's also very dangerous to say that you'll let someone in and make them admin, as they could mess up your forum.
