Of course you can program your own website. You can host it on your own computer if you want. To get started, you'll wan to learn HTML. In order to build your own forums, a message board, and be able to upload things, you'll need a server-side language. There's a lot of options to choose from here. ProBoards uses Perl, but for a beginner I would recommend learning PHP for programming and MySQL for databases. You'll need a host, and there's a lot of options to choose from. Personally I use IXWebHosting, but explore your options. A good host for what you want will have built in PHP, FTP, and MySQL support, and probably phpMyAdmin to make things a little easier.
