Design forums for me usually need to consist of a good range of designers aswell as a staff team that have a reasonable knowledge of graphic design.
Visual Conceptions is the one I'd probably most like back.
G101 and F5 back in their prime were good.

I usually look for a good amount of starter images/skins and databases (about 50 images/skins each) in the beginning at the very least. But if the site's a year old and it still hasn't gotten more, I'll be very disappointed.
