Part of the reason guests can't vote in polls is to prevent poll contamination. It's a lot easier to cheat a poll and vote multiple times as a guest. It also encourages guests to sign up for the forum and increases membership.
We already have a lot of plans for polls that won't be at launch, some point in v5.x. This subject will be discussed again then.
