Tagging people on custom pages

Can we be able to tag people in content on custom pages, similar to how we already tag them in posts?

Use cases:
- "Meet the staff" page with links+display name to profiles
- "Contact" page with link to staff profiles
- Able to write "Blog" posts and tag people
- "Credits" or "Thank you" page (i.e. skin 2 made by Ryan Roos)

I can provide more use cases if necessary.
