I've just been testing on V5. Can the BGCOLOR be changed to a dark colour and use some white letters? or do you have to be administrator?

As an administrator you can make different themes for your forum.
As a member you can select different themes when you edit your profile. Go to your Profile, click Edit Profile, go to Settings and use the drop down for Forum Skin. The beta forum currently has 4 themes. Try 'typewriter' it has a dark background with light text.
Once v5 launches you can make hundreds of themes if you want for your forum. You'll also be able to import themes from other people that want to share them.
