How to make a skin?

Is there anyone out there that can give me a tutorial on how to make a skin? Please. I would really, like to try and make a skin.

I am bouncing off this for a question because it is a good topic for it.

Photobucket had failed me on my background skin and Tiny Picture just did this to me.

What causes this?

The sites broke showing the links of tiny pic or Photobucket (makes me scream when I see this)

This is what I try to do.

I save the pic on my computer. I down load it on Resize.com or Tiny Picture or go straight to Tiny Picture. I make what I need. I use the links some times. I even save the images but when I use them on Photobucket it makes them small.

So how can I use a background link without failing me and keeping it there.
