What annoyed me once in v3 was getting banned just before receiving a PM, and afterwards the admin deleted my account out of spite just to make sure I couldn't read it.
Could you make it possible to not send a PM to someone who is banned?

You still receive PMs because bans can have an expiration date or can be removed later on. You shouldn't not receive PMs just because you aren't there to get them. If you are banned permanently then you will never know about the PMs. And if it's temporary then you will still have mail coming in.
Additionally only staff can see when a member is banned. If regular members couldn't message you it would give away the fact that your account was banned.

If I am banned and receive a PM, will I still get the notification e-mail saying that I received a PM? (Assuming e-mail notification on PMs is still an option.)

But regardless of a forum ban you can still adjust email settings from your global account. So if they were annoying you you still have control to edit your settings and turn them off. Sadly you aren't reading those PMs. Pat mentioned in v5.x we could code it to disable all notifications while someone is banned. But that won't be the case for now.

Is there a way for you to be emailed the content of your PM when you receive it?

Notification emails may or may not include a preview of the message (the first 100 characters or so, it's not decided yet). But we will not send out full PMs in emails. Sorry.

My guess is for security reasons to prevent PM content from being exposed in a plain-text email?

For many reasons.
