I think there should be a database that PB plugins could be simply downloaded by the forum, and then installed and enabled whenever the admin sees fit.
The database would be user-fed of course, just like the code database is now, but for ease's sake, I think a simple search, clicking of a Download Now link, an ajax loading bar appears instead of download now, and then it disappears and shows a message saying "Successfully downloaded `PLUGIN`. You may now enable it." And then it shows up on the installed plugins page (or whatever), and there you have it. Super simple plugin installs.
