As you can see, it's possible for one user to fill up the shoutbox with lots of spam messages. I posted all of those and a few more in the span of 20-30 seconds. I'm thinking some sort of rate limit, perhaps one shout every 10 seconds (or an admin-defined limit), would be useful to have.

I believe it's set to one shout per second, with no limit for admins. We don't want you constantly hitting error messages just because you type fast.

That's a good point. In that case, maybe you could limit the number of consecutive messages a user can send in a time frame, for example, up to 4 consecutive messages in a 60-second span. I understand the need to allow users to send multiple messages in the shoutbox, but I don't like thinking that someone could abuse this and quickly flood the shoutbox to make all the previous shouts disappear.

At the same time, the shoutbox really is just "temporary" messages. It's not like making a post on a board where you need it to stay for all time. Someone posted a bunch of messages your shoutbox? Okay, no big deal, let the conversation continue...

Will we at least be allowed to modify the rate limit if we want?

No, we don't let you customize any rate limits. We impose them on our end to ensure our servers can handle the number of requests coming in.

No, we don't let you customize any rate limits. We impose them on our end to ensure our servers can handle the number of requests coming in. But if we set the time limit longer, that would reduce load on your server, because people would not be able to submit as many requests.

^ Agreed. I'd really like to be able to increase the amount of time allowed between shouts, even if it's only 3-5 seconds.

But it would need some super genious coder like you Chris to do it. Lol!
