I was kind of thinking that there should be a section next to the Plug in board of user submitted HTML/CSS Snippets.

There will still be a coders board here on support. We actually have a lot planned for the Dev community in v5. Depending on what happens it's not out of the question to have that area be featured in the admin area. But for now it will remain the way it is. We need to see how well our dev community does before we promote it.

If you're using Headers & Footers, you're doing it wrong.
