Tried the "Build" plugin with this code and got no where:

A plugin shouldn't be needed for this.

Go to Admin - Structure - Headers and footers and pop it in there.

What browser are you using? I think only Internet Explorer supports that. Also, what is your forum URL?

It's looking like IE9 doesn't support it any longer for the main body scroll bar. It works for the individual scrollbars on the page, but not for the main one. I've been searching around, but haven't been able to find much on this. It's possible they just stopped supporting it since none of the other browsers supported it and barely anyone uses it anymore. Maybe someone else will have a better answer.
