Putting Words Into Choosen Icon

Does anyone know how or have a program that helps you put words such as:
HOME,NEW TOPIC,HELP,SEARCH,MEMBERS,CALENDAR,ADMIN,PROFILE AND LOG OUT
into an icon, I wish to use?

Like the picture below? Just right click on the image. Then, open up paint. hit CTRL+V and it should apper. Then grab your text tool, and put what you want in the image. THEN Crop it, so its just the icon, not all the white space, like i have below..
