Forbidden Screen Name Change

I scanned very quickly and I hope that this hasn't already been mentioned in another thread.  If so, my appologies for the duplication.

I would like a Plugin to forbid people from being able to change their screen names.  Over the years on various different forums (and even Facebook for that matter) I've seen where people will randomly change their screen name, profile name, whichever to some stupid little nickname or something totally different and it makes it awkward to keep up with them.  (I've had it happen on Facebook even, where I've wondered "Who is THAT?!?  I don't have a friend named XXXXXX XXXXXX"!  Then after seeing the Time Line, I'd finally realize who it was.)

If a person wishes to alter their screen name a little, then I wish for Staff with the appropriate power to have the capability to change the screen name for the member, but not for the member to randomly change their name.

Thanks, Todge!  Actually, it did work, but the bizarre thing is that when I went to test it and edit a profile and clicked on the Personal tab, a box popped up that read "boo". Haha!

Also, it did not allow me, as the Root Admin, to even edit a profile without first disabling the plug-in.  However, that aspect is not a major issue because I don't foresee encountering that problem too often anyway.

Ooops.. I put that in as a test, I obviously forgot to remove it.

Try the plugin now, I've removed that pop-up and allowed moderators etc access to the display name field.

Well, this now seems to be in working order, just the way I was hoping.  I'm in a bit of a hurry right now, so I didn't get the opportunity to test it on Staff with limited and unlimited permissions, but it works with the Main Admin login anyhow; I'll check the rest later.
