In V5 there does not seem to be any way to create a "News Letter" so that members can opt-in and opt-out in their profile. Members who opt-in would get an email monthly sent by me through the system.
I think that the only way to do this now would be to create a member group called "News Letter", set it to allow members to join, and just send the mass email to that member group.

Or just send the news letter by hitting email all, and doing it that way. That way, users can opt out and in.

Your group method is exactly the correct way to accomplish that. You would make it a public group so that people could voluntarily join it. You would also adhere to the rules about spamming when it comes to sending the emails themselves.
You can already do what you're requesting in v5.

This is a true outcome but you could make it a private or hidden group. Then, create a custom page with all of your newsletter info on it and set the post-registration URL to point to it. That way you guarantee every new user will see that page first and foremost, and you can also create some methodology that existing users can see that page (with an if-then-else statement perhaps).

Would if I don't want any one to have the title?

Is that an issue for you that a member might want to show off that they get the forum newsletter? Wouldn't that just promote your newsletter even more? They get to pick what is displayed. If you want to do your newsletter the proper way and adhere to the TOS then the public group method is the way to do it.
