move infocenter below welcome board plus more

ok i manage 6 runescape clans pb's and most have about the same layouts , to keep me from going insane and at some point back to enjoy rs. these people get fussy fast and the switch to v5 going to be interesting.
ok im not sure if this would be a template or a plug in   request...
 what i need or must keep in info center:

(welcome board below advertizement and pb news-ticker can be below info center ,above welcome banner, or if need be sanwiched between)

#1 move infocenter below welcome board but above all cat/boards but only show to members only! never, never to guests.
(guests would have a one category (welcome members and guests)
1 board(informational only) and 2 sub-boards in it (not allowed to write in one sub only read rules etc , the other is for guest to make a thread if need be)
#2 in the info center would like "how many are viewing in boards" ( and which boards might be nice, but not nesasary, also might get too crowded if 200 people on at same time but rare chance,  each clan is limited to 150-200 members max so each pb for them about the same)
#3 date like  ( Thursday, Jan 31 2013) in info center

#4Extra Info Center Sections= additional area's able to be added> (i have the code from v4.5 News Ticker in Info Center , i have on a few clan's pb's extra  areas )
#5 list of Today's Birthdays
#6 newest member =
#7 keep recent threads  [hide/get rid of recent posts rss feed and mark all boads read]
#8 move legend also to just under info center
#9 get rid of "related topics & storys"

Hi rodesigner. I'm just heading to bed but figured I would hat least just answer #9 for you.

#9 - The topics and stories are there to stay and can not be removed UNLESS you buy ad free for the forum. That is the only way. It's just another "ad" for PB, so they can make money (which is fine, they gotta make it somehow). Though I, and MANY other's see that, we too dislike it but are having to accept it.

For this, go to Admin Home > Themes > Layout Templates > Forum Wrapper. Look for the $[header] and move this (and only this) to the very top. This will move the ad anything in your headers to the top of your forum.

To hide the IC from guests.

#1 move infocenter below welcome board but above all cat/boards
For this part, go to Admin Home > Themes > Layout Templates > Home. Move lines 42-116, which starts with {if $[show_stats]}, to the very top above $[news], leaving a line space between. This will have your banner, menu, nav bar and info center above your categories. Preview this to make sure, then Save.

#4: This code might help. The colored parts appear to be for the lower right blank section which you can input anything, not just what thread is for.
