Change Background Based on Time of Day

The title pretty much says it all. Is this possible via code?
It would be based on whatever time frame you have set on the forum. I'd like to create different backgrounds based on the time of day.

After doing even more research I believe this is possible via javascript? Perhaps I'm posting in the wrong section for that kind of help. I really just want to know if this is possible...

I'd say this is probably better suited a plugin - while it probably could be done with CSS, the plugin system was implemented so that people didn't have to manually edit large blocks of code, and risk making mistakes. I'd say that it's a much better idea to make a plugin request for this, marona =]
