With other downloads, I can download a file which has the name of "Name 1 (Hiya - yay)" and it will download exactly like that.
When I download .pbt's, it automatically removes special characters, for example, the first/top is my theme name, the bottom is how it saves it. it replaces the characters with blank spaces.

A bug report has been made for this issue.
